The concept
of Certificate of Need in many states started in 1974 when
congress enacted the National
Health Planning and Resources Development
Act. The Act mandated the formation of CON legislation and tied this to participation to Medicaid and Medicare.
At that time, the Federal Government was reimbursing on a cost - plus basis. All information in this slide
